Six stages. Each one names what has to be true before it can start and what you hold when it is done. Where the process does not publish a duration, we leave it bare rather than promise you a number.

  1. Choose the programme

    Find the courses you actually qualify for, and see what each one costs in full before anyone asks for your documents.

    • Check your result against the entry requirement for the level you want.
    • Compare the all-in programme total, not the per-year tuition figure.
    • Note the intake months — some programmes run one intake a year only.
    • Check whether the institution's fee PDF states a figure at all. A blank is not a discount.
  2. Assemble the file

    Seven documents. Every one of them has a format rule, and a file rejected on format costs you an intake.

    • Copies of your original certificates and transcripts, merged into one PDF file.
    • A copy of the completed application form.
    • A copy of the health declaration form.

  3. Application and offer letter

    The institution assesses the file and issues an offer letter. Nothing is paid to the university before this arrives.

    • The file is submitted to the institution's international office.
    • The institution confirms your qualification meets its entry standard.
    • The offer letter states your programme, intake, and the fee payable on registration.
    • Read the offer letter's fee line against the figure you were quoted. They should match.
  4. EMGS and the student pass

    Education Malaysia Global Services processes the student pass. This is the stage that decides whether you fly.

    • The institution lodges your EMGS application with your passport and health declaration.
    • EMGS runs the medical screening and security clearance.
    • The EMGS fee differs by institution — each institution's figure is listed on its page here, quoted from its own fee document.
    • The Visa Approval Letter is issued to the institution, not to you.
  5. Arrival and registration

    You land, complete the post-arrival medical, and register. The student pass is endorsed in your passport in Malaysia, not before.

    • Carry the offer letter, VAL, and original certificates in your hand luggage.
    • Complete the post-arrival medical screening within the window the institution states.

    • The student pass is endorsed into your passport after registration.
  6. Renewal, each year

    A student pass is annual. The renewal fee is a real recurring cost and belongs in the budget from the start.

The photograph

More applications are returned on the photograph than on anything else in the file. Six rules, all of them enforced.

  • 45 mm high × 35 mm wide, colour, on a white background, in JPG format.
  • Dark-coloured attire, including headscarves.
  • No sunglasses or tinted spectacles, and no hair across the eyes.
  • A neutral expression with the mouth closed — no grinning, frowning, or raised eyebrows.
  • No glare, reflection, or shadow.
  • No white border surrounding the photo.
